The reorganisation of local government in 1974 saw the end in Wales of Parish Councils and the emergence of new bodies – Town and Community Councils. The first meeting of the newly formed Halkyn Community Council, was held in The Parish Hall, Halkyn in April 1974.

Community Council

At the present time there are thirteen Members of Halkyn Community Council, who represent the area. However, the Community Council has been split into Wards. This aspect ensures that each area has a fair representation of elected Councillors’  –  but every Councillor is elected to serve the whole Community. The Member representation is as follows: Halkyn Mountain Ward – 9 Members and Pentre Halkyn Ward – 4 members. (See separate listing for information on Councillor and Clerk contact details).

Details of meetings

Community Council meetings are held on the third Monday of the month (except December and August) and usually commence at 7.30 pm. Meetings are held in the Halkyn Parish Hall. However, it is sometimes necessary to commence the meeting at 7.00pm. Therefore, should anyone wish to attend a meeting, please contact the Clerk to the Council to confirm the time, or view the Agenda which will have been uploaded to the Agenda menu of the web site – a few days before the meeting. The first ten minutes of each meeting is allocated to ‘ Public Time ’ whereby residents are welcome to attend and express their views, or ask questions on any particular subject relating to the community.

Planning Applications

The Community Council is not a planning authority and as such does not make final decisions on planning applications; this is the responsibility of Flintshire County Council. However, the Community Council is a statutory consultee, and as such receives all planning applications relating to the community. The Community Council do make their respective comments and suggestions on the planning applications, including requesting site meetings.

Street Lighting

Which street lights belong to the Community Council: The street lights owned by the Community Council are generally the ones on the roadsides, which are spaced quite far apart. Please report any faults to a Community Councillor, or the Clerk to the Council (details on contact page). The street lights on the housing estates are administered and repaired by the Flintshire County Council – to report a fault of one of these street lights, please call 01352 752121, or visit the web site to report it – www.flintshire.gov.uk
